  4. I think it is both. Does that make sense? It is art but if whomever did it does not own the buildings or fences then they are vandalizing someones property. I have had it done to my 6 foot privacy fence. Not a fun thing to happen.

  6. thanks for visiting, everyone. if i remember this trip correctly, i believe it was an organized information/ community mobilization campaign for health in Indonesia. so i believe these walls were painted with permission from their owners. but in the event that clandestine artists took to the walls to express their art, truly beautiful works but sans owner approval, can the works still be art? or vandalism already? or what if the designs were done with permission but they turned out to be hideous visual assaults- is the term art still applicable?
